*** Steps to Reproduce
1. Have a SIM in device
2. Turn on airplane mode
3. Go to Settings app -> SIM card no ready shown in couple items including Messaging Settings
4. Go to SMS -> Settings -> change any settings
5. Go back to Settings app -> SIM card no ready shown
6. Turn off airplan mode

Unable to go into settings in SMS

I actually don't think we should change this. It always felt weird to me that the messaging settings are unavailable in airplane mode. That means I'd rather do the opposite (for consistency): make these settings available in airplane mode.

It's unexpected to not being able to access message setting from Message under airplane mode. I agree with Julien here and have discussed the disable state under airplane mode in Settings root panel with Arthur, the conclusion is to allow user access those settings, but the items within each panel will be disabled if needed. Thanks for bringing this up!
