1089610 - Newtab page at minimum width causes cropped elements

STR:
1. Open Firefox
2. Open a tab or go to about:newtab
3. Resize the window to it's minimum width

Expected Results:
The newtab page is correctly displayed,the tiles/search bar/gear icon are properly displayed.

Actual Results:
The tiles/gear button and search bar don't fit the page(a scroolbar is displayed at the bottom at the page).

Reproducing on Windows 7 64-bit, Mac OS X 10.9 and Ubuntu 14.04 using:
- Latest Nightly, build ID: 20141026030205
- Latest Aurora, build ID: 20141026004001
- Firefox 34 beta 3, build ID: 20141023111813
- Firefox 33.0.1, build ID: 20141023194920

[Tracking Requested - why for this release]:

Need to know if this should be fixed for 33.1 or not? There only a few days left for code changes to land and be tested.

I believe clarkbw meant to remove this from blocking the anniversary and move to followup work.
