User Story
As a user, I want to be able to see my usage chart even if I don't configure plan information, so that it is easier to just start using the Usage app. Acceptance Criteria: 1. Launching the Usage app without a SIM card does not preclude the use of the app. 2. If the Usage plan information is not set up, the Usage dashboard is still shown without plan limits visualized. 3. If the Usage plan information is not set up, the selectable time periods for the Usage dashboard includes a Today view and a Week view (if 7 or fewer days of historical usage data is available) or a Month view (if more than 7 days of historical usage data is available). 4. If the Usage plan information is not set up, no limit or threshold notifications are shown. 5. Interaction and Visual Design matches the UX spec.
