User Story

As a cost conscious user, I want my daily budget to be adjusted every day based on the total remaining data available to me in the period divided by the days in the period so that I see an accurate representation of whether or not I'm on track with my data usage.

Acceptance Criteria:
1. The daily data limit for the Today view in the data usage dashboard (described by bug 1089958) is adjusted each day using a calculation of the total data remaining in the plan divided by the days remaining in the plan.
2. Interaction and Visual Design matches the UX spec.
