User Story

As a cost-conscious user, I want to be able to disable images from loading within specific apps when I am not on WiFi so that I can save on the data used to display those images and I can avoid breaking the UI in apps that require that images are loaded.

Acceptance Criteria:
TBD, Draft state
      No description provided.
