Details

This is due to 2.30b2 being in v1 signing format and 2.31b1 being in
v2.  The make_incremental_update.py script expects to be comparing 
v2 mar files.

Depends on: 1090603
This was fixed by pushing http://hg.mozilla.org/releases/mozilla-beta/rev/625cd745ca82 and setting the tag UPDATE_PACKAGING_R18 to use that revision
for our patcher tools.
