Description:
Images/screenshots taken before a restart of device will fail to load when tapping "open" on actionable notification on lockscreen right after restart.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141027001201
2) Take multiple screenshots on device.
3) Restart device.
4) On lockscreen, tap on any screenshot actionable notification.
5) "Open" will appear.
6) Tap on "Open".
7) Observe.
  
Actual:
When taking screenshots and then restarting the device, the actionable notifications/screenshots on lockscreen will not open after tapping on "Open". The device will open to the homescreen.
  
Expected: 
Tapping open on any actionable notification on lockscreen after restart will successfully open correct file (screenshots taken before restart).

Issue does occur on flame 2.2.
Actual results: When taking screenshots and then restarting the device, the actionable notifications/screenshots on lockscreen will not open after tapping on "Open". The device will open to the homescreen.
