Make AutoMounter do the right thing if persist.sys.usb.config has mtp enabled.

Details

Currently, the AutoMounter uses the value persist.sys.usb.config as the value to write into sys.usb.config in order to turn mtp off.

It should instead use the value of persist.sys.usb.config with mtp removed.

And, at startup, if the user has MTP disabled, and sys.usb.config has mtp enabled, then we need to make sure that we turn MTP off (in sys.usb.config).
