Description:
When the browser is open and the phone is held upside down the browser's orientation will turn so it can be used while upside down. If the user opens card view while the phone is upside the orientation of card view will be as if the phone is right side up. This is inconsistent with the browser apps orientation.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141028001203
2) Open the browser app
3) Turn the phone upside down
4) Observe browser turning upside down
5) Open card view
6) Observe card view orientation

Actual:
the orientation of card view and the browser are the same
  
Expected: 
It is expected that the orientation of card view and the browser are the same

The actual result in the initial description is supposed to be:

I'm not sure if this is a bug. It seems that it's a bug, but this still needs Marcia's help to determine its behavior.

I don't believe we would block on this as it requires turning the phone upside down. I doubt we even have defined what the behavior is in the specs.
