On one of my profiles, the FIPS mode button label is not present.
Here's my theory:
I have the ActivCard moduled installed, but I've pulled the reader out.  When I
open the device manager, I get the following javascript error:

Error: uncaught exception: [Exception... "Component returned failure code:
0x80004005 (NS_ERROR_FAILURE) [nsIEnumerator.currentItem]"  nsresult:
"0x80004005 (NS_ERROR_FAILURE)"  location: "JS frame ::

When I then click the fips button, I get the same error, and then the device
manager is all wrong.

The line that triggers the exception is not in a try block. Not that I
necessarily think that it should. We need to understand why we get the execption
 first.
