Alarm stop vibrating when user is on notification screen or sleep mode

Setup Steps:
1) Flame device is set to 319mb

Repro Steps:
1) Update a Flame device to BuildID: 20141029001202
2) Create new alarm in Clock
3) Turn down the 'system alarm volume'
4) When alarm is vibrating, go to homescreen and pull down the notification screen or put the phone to sleep


Actual:
Alarm stop vibrating

Expected:
Alarm continue vibrating

This issue also reproduces on the Flame 2.2 and the Flame 2.0, the alarm stop vibrating.
