Steps to reproduce:

1. Login into the Mozillians staging server https://mozillians-dev.allizom.org/ using Personas
2. Choose Spanish as your language in the selector at the Bottom.
3. Select "No thanks" to show Mozillians in your language (in case you use en-US locale)
4. Add "vouch" in the URL with your profile name in the locale selected. Example spanish: https://mozillians-dev.allizom.org/es/u/<user>/vouch


Actual results:

The email delivered had only the subject in Spanish. The body was in English.
