Description:
User can use Edge Gesture when toggling it off and then immediately swiping to another app
   
Repro Steps:
1) Update a Flame device to BuildID: 20141029001202
2) Open any ap
3) Navigate to Navigation Settings and toggle edge gesture off
4) Immediately switch to another app
5) Observe swipe function
  
Actual:
User can use Edge Gesture
  
Expected: 
User can't use Edge Gesture
