The initial implementation was done in bug 760139.

While refactoring the blocklist tests in bug 987612 we noticed that the open method will need further refactoring.

Basically it should:
- use the new browser window class
- the tests should call the open method with a callback that uses updateBlocklist() 
- also check and update the updateBlocklist() method in utils in regards to the wait argument (which, if you have a blocklisted addon installed will open the blocklist window, but will only fire the "blocklist-updated" event when the window has been dealt with)
Mozmill tests have been superseded by Marionette tests.
