We have to create settings app for changing the landing app for stingray project. There may be other settings in this settings app. But we only focus on the setting of landing app.

As per request from other reviewers, I will use this bug to create a base for settings app and file another bug to add more feature to that.

BTW, I will use inline activity with semi-transparent background to meet the UX spec. So, smart-home app will use MozActivity to open settings app and have semi-tranparent settings app on top of it.
