Description:
When logging in to email account on device first and then making folder changes on computer (Add Chat or create new folder/label) the newly added folders will not appear in Email app folders.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141103001220
2) Have 2 gmail accounts
3) On Device, tap Email app
4) On Device, sign in to first gmail account
5) On computer, sign in to first email account (steps ____ are on computer)
6) At Gmail drop down, select Contacts
7) Add second gmail email account to Contacts
8) Send that account a few chat messages
9) Log out of first gmail account
10) Sign in to second email account
11) Accept sent messages/chat
12) Reply to chat message
13) Sign out of second gmail account
14) Sign in to first gmail account
15) On computer, go to gmail Settings
16) Select Labels/folders tab (Make sure IMAP is enabled under IMAP tab and save change)
17) Make sure Chats has "show" and "Show in IMAP" option selected (can also create a New folder with same settings)
18) On device, on Homescreen tap on Email app/icon
19) Sign in to first gmail account
20) Tap on Menu button in upper left corner
21) Scroll through folder/label list and look for Chat/New folder(s)
  
Actual:
When user signs into email account(s) on device and then adds folders to their account (on computer) the newly added folders will not appear in Email app.
  
Expected: 
When user signs into email account(s) on device and then adds folders to their account (on computer) the newly added folders will appear in Email app. Folders/labels will refresh when inbox is refreshed or user will need to restart Email app to see the new folders. User will not need to delete email account and then add account again to see the newly added folders.

Notes: restarting Email app does not make Chat/New folders appear. User must delete account off of device and then add the account again.
Selecting "Show in IMAP" option on a newly created folder/label has same functionality as Chat folder.
This issue is also seen with Outlook email account. Newly created folders will not appear in Email app.
If user adds folders to their email account first (on computer) and then adds that email account to the device Email app, the new folders do appear in app.

The folder list is only synchronized once per day right now for bandwidth/latency reasons.  The existing constant could be adjusted, but at the limit we need the ability to let the user trigger it manually.  Bug 829527 covers making it possible to manually refresh the list, duping to that one.
