Description: When user changes the voicemail phone number and leaves it blank in settings, when the DUT receives a call the one calling will be sent to voicemail. Settings indicates that Voicemail isn't set when leaving the phone number for the voice mail blank.

We might be conflating the local device settings with the carrier's remote network settings. I don't think that we inform the carrier/network when we locally unset the device's voicemail number, and I also don't think that other devices or OS's work the way described in the "expected". Could you check what other OS's do so that we have some precedent?

After attempting to remove the voicemail number from an Android OS device, the user is prompted to set up voicemail when trying to connect to user's own voicemail.
