[Dialer] When user doesn't have Voice mail set, devices calling the DUT will still be sent to DUT's previous voice mail

Description:
When user changes the voicemail phone number and leaves it blank in settings, when the DUT receives a call the one calling will be sent to voicemail.
Repro Steps:
1) Update a Flame device to BuildID: 20141103001220
2) Navigate to Calling Settings > Sim card > Voicemail
3) Change the Voicemail number and leave it blank
4) Have another device call the DUT
5) Observe voicemail
Actual:
Devices are sent to voicemail
Expected:
Devices should indicate that the DUT's voicemail isn't set up yet

Settings indicates that Voicemail isn't set when leaving the phone number for the voice mail blank.

This issue also occurs on Flame 2.0 and Flame 2.2

We might be conflating the local device settings with the carrier's remote network settings. I don't think that we inform the carrier/network when we locally unset the device's voicemail number, and I also don't think that other devices or OS's work the way described in the "expected". Could you check what other OS's do so that we have some precedent?

After attempting to remove the voicemail number from an Android OS device, the user is prompted to set up voicemail when trying to connect to user's own voicemail.
