[1.Description]:
User has to swipe to unlock first before he can enter the unlock password..

Occurrence time: 04:35

[2.Testing Steps]: 
1. Open Settings.
2. Select Phone Lock.
3. Creat  a password.
4. Tap the power button to lock the phone or make the device suspend automatically.
5. Wake the phone up.

[3.Expected Result]: 
Only the passwork entry dialog should be present upon waking the phone. 

[4.Actual Result]: 
User has to swipe to unlock first before he can enter the unlock password.
