1093644 - Tabs restored after a crash are still displayed after quitting Firefox with "Don't restore tabs" and "Don't keep activities" enabled

Steps to reproduce:
1. Open Settings -> Customize -> Tabs and choose "Don't restore after quitting <Firefox>"
2. Open some pages in different tabs
3. Perform steps to reproduce a crash:
Enable "Don't keep activities" option.
Install an application
Tap "Done" Button
4. After Firefox crashes, tap "Restart Firefox"
5. Close Firefox: swipe it from Task Manager or "Force stop" from Android Settings
   
Actual result:
- After step 5, the tabs restored after the crash are still displayed.

Expected result:
- After step 5, about:home should be displayed.

I believe this is by design, since a crash isn't "quitting". bnicholson, what's the expected behavior here?

Right, a crash isn't considered a quit. There are several cases where we always restore tabs to prevent data loss:
* Restoring from an Android background kill
* After a crash
* After Firefox is updated
* Switching into/out of guest mode

Ah, I overlooked this last step. If you crash, restart, then close FF again, normally, the tabs should go away. This sounds like we aren't resetting a pref somewhere.
