109412 - Sendpage,receive&forward inline never brings up comp window

build: 2001-11-09-06, 2001-11-08-06 Linux Rh 6.2

While testing bug 88079. Found that when I do a send page from the browser, 
receive this message and try forwarding this message inline from menu or toolbar 
does not bring up the compose window at all.
I see the spinning progress bar and never bring up the compose window.

Any other message sent and received from mail window can be forwarded. 
steps;
Open browser
launch mail
log into account
go to browser and do a send page
Receive that message
Forward this message inline 

Expected:  Brings up the compose window with all the contents and able to foward 
a message

Actual: Never brings up the compose window.

url->SetSpec does not do the right thing when the url as a query part. this is
cause by bug 110508
