Also, when locale is changed, I can't take screenshot by pressing sleep + voldown combination even when I change the locale back to English.

Can you provide a screenshot for this via AppManager (or WebIDE) or just take a picture of it? This would be easier to know what the problem is. Thanks.

The status bar shows in both languages, although currently English is selected.

Looks like a status bar issue, move to System component.
