You should be able to start typing an address and hit enter right after opening up a new window, you should not have to wait until the entire page loads in order to do so. When you do new window, focus goes to the address bar where you can start typing immediately as the page is loading, but if you do your typing gets garbled and written over as the page is loaded and the url is overwritten, the page should keep loading while you type a full url and hit ENTER to load the url. IE has NEVER fixed this, and I thought for sure Mozilla would have it fixed by now. Let me know if you have any questions or need clarification on this issue.
I've run into this as well - it bugs me. This is also an accessibility problem, although it's more of a usability problem. -> trudelle, for triage
