Steps to reproduce:

1. open https://treeherder.mozilla.org/ui/#/jobs?repo=try&revision=354a30a9fa16
2. you'll see R-e10s failing
3. wait a couple of seconds
4. R-e10s failure gone

The reason that happens is that after a couple of seconds the response with flat_exclusion comes and we hide it. It's very confusing for the user that it shows up and disappears.
