Description:
User can escape the 'start screen reader' screen without tapping the cancel button

Setup Steps:
1) Flame device is set to 319mb

Repro Steps:
1) Update a Flame device to BuildID: 20141106001204
2) Go to Settings, Accessibility
3) Tap Screen reader, enable the Screen reader
4) Tap anywhere on the screen that's not the buttons


Actual:
escape the 'start screen reader' w/o the cancel button

Expected:
close the 'start screen reader' w/the cancel button

This issue also reproduces on the Flame 2.2 and the Flame 2.0, escape the 'start screen reader' w/o the cancel button.
