Description:
When the user restarts the phone and SIM PIN is enabled, the dialog is cut off at the bottom of the screen.

Pre-requisite: SIM PIN is enabled.

Repro Steps:
1) Update a Flame device to BuildID: 20141105160209.
2) Restart the device.
3) Unlock the device on the lockscreen.
4) Observe the "Enter SIM PIN" dialog.

Actual:
The dialog is cut off at the bottom.
  
Expected: 
The dialog is displayed properly.

Note:
When the user takes the screenshot, the fullscreen is displayed, and the screenshot shows the full dialog. However, the dialog is cut off again right after the screenshot is taken.
