Setup Steps:
1) Flame device is set to 319mb

Repro Steps:
1) Update a Flame device to BuildID: 20141106001204
2) Download a file from https://owd.tid.es/dm/
3) Press power twice for lockscreen
4) Tap the 'download complete' notification


Actual:
the file does not open

Expected:
the file open

This issue also reproduces on the Flame 2.2 and the Flame 2.0, the file does not open.

The notification does appear to be open when the user unlocks the device, however, the user does not bypass the lockscreen like they do when tapping "open" on a notification on the lockscreen. NI Lockscreen owner for blocking decision

The notification is in lockscreen mode. That's why it can't be opened. I don't think this is a bug. NI Rob for input about this.

Adding qawanted. In UX triage, checking on Aries today and we didn't see the notification dropping down from the top, only the lock screen notification (which is the correct behaviour). 

It appears the issue is resolved...?

The issue appears to be resolved as I was unable to repro it on Aries. I also attempted on the Flame 2.5 as well and received the same results. Leaving qawanted if another would like to attempt.
Result: File is downloaded and opened from the Lockscreen successfully.

Hi Tiffanie,

    This bug can be repro on latest Flame KK v2.2&2.5 and Aries KK v2.5 by the STR in comment 0 (Rate: 8/8). 
    Because the notification dropping down from the top doesn't show on Flame v2.5 and Aries v2.5 (it shows on Flame v2.2), so we need to tap the top position of lockscreen from where the notification drops down. Please see attachments "AriesKK_v2.5.3gp" and "logcat_0258.txt".
    
    Could you take a look at this bug again?

Add the actual results:
When tapping the top position of lockscreen from where the notification drops down, the downloaded file can't be opened and the lock screen notification at the middle of the lockscreen will disappear. When you unlock screen, the downloaded file is opening.

From triage today

There's few things going on:

1. Tapping at the top of the screen should do nothing - there's no notification being shown, only the status bar.
2. The notification in the center of the lockscreen should not disappear regardless of where the user taps.
3. Tapping the notification should show a "open" button. This should occur both for downloading and downloaded files.
