Adds support for mulet mochitests in taskcluster with exception of tests requiring "use-test-media-device".  

:mshal Do you mind performing a review on github? Specifically the new taskcluster specific config under <gecko>/testing/config/mozharness .  The only difference between the existing linux config there is the removal of "use-test-media-device" for mochitests under bug 1099057 is fixed.

Added back xvfb in setup script.  x11 package is to get "xset" that is required by the tests"
