(Caveat: I'm still using Sync 1.1.)
STR:
* Sent tab from tablet.
* Switched to phone.
* Tried:
1. Sync all
2. Launch Fennec, swipe to refresh on Synced Tabs pane
3. Settings > Accounts & sync > Sync Now.
Only on the third step did the sent tab actually appear.
That seems unusual; the sent tab should have bumped i/c for clients, and triggered a routine sync. So… yeah.

Going to close this as "wfm", as it currently does. We also have push-driven "send tab" now, which isn't directly related but might help.
