The MozReview testing infrastructure does some really cool stuff setting up a Bugzilla instance, MozReview instance, building the Review Board extension eggs and making it easy to set up repos to test with.

It also creates a default admin user for Bugzilla. It does not, however, create a default superuser for Review Board.

We should make the admin user that we create for Bugzilla also have superuser privileges on Review Board. Or, failing that, create a separate superuser account on Review Board that is not coupled to a Bugzilla user.

dc49b2109bf73a0d44824c3716549b1d261616a2 introduced an rbmanage command to make a user an admin.

We probably don't want to make the current [e-mail] user a real admin since many tests are performing actions as that user. We should change the tests to run as regular users then switch the admin user to be a real admin.
