While testing bug 1086712 with a user build, I discovered that you couldn't turn adb on at all (even when trying to from the the settings app).

It turns out on the nexus4/5 that they don't use mass_storage, so the default persist.sys.usb.config in a user build is set to "none" which the code didn't deal with properly.
