After a brief discussion with the team (mainly, Galaxy) it looks like we should rather go with an ID (not an alias to events@mozIN). In which case, I think it does need the approval - please see to it.

Why do we need a user here? User denotes a person, and costs us money

Can you make a use case for a user over a forwarding group?

IIRC, the forwarding group can't work unless the users are on the added/owned domains for this GApps instance (correct me if I'm wrong). Here, in our case, the users are using their own Gmail/other-email IDs, and not having @mozillaindia.org IDs.

If the forwarding-group can still work for the users not on our GApps instance, then let's go ahead with this - you can add [e-mail], [e-mail] & [e-mail] to the group to start with.

I can forward to non-gapps users :)

It works best with gapps users, but doesn't have to be google apps accounts. On my to-do list!
