After I made some (absolutely regular) changes to my email setup,
SMTP send mail stopped working and IMAP works weird. 
Sending mail hangs forever at "connecting to server" - netstat shows
that it is connected, but I could not snoop on what SMTP command it 
hangs. 
IMAP problems - can not fetch new mail body. it shows new message 
headers, but the message body is blank. Offile-download now does 
downloads the message. 

The problem started with netscape 6.2 but did not go away when I 
installed the latest mozilla build

Outlook and sending mail manually (telnet 25) to the same server work 
fine.

Reproducible: Always
Steps to Reproduce:
I'm afraid you can't. Most probably the problem is with my mail 
settings.

Actual Results:  send mail hangs forever at "connecting to server"

Expected Results:  mail should have been sent

I can send you my mail preferences if you need.
my mail - [e-mail]. Will have to use outlook to read
it :)

tried both with,without and optional SSL. 
Please don't forget the IMAP fetch problem too...

well, not surprisingly all problems went away after removed 
and retyped all mail preferences.

Sounds like this could be related to bug# 108912. Just opening the Account
Settings dialog and selecting the OK button created send problems.
