Details

bug 1094561 adds webapps-mgmt permission to the First Time Experience app, but in fact the use case for input mgmt stuff in that app (set the default layouts for the chosen UI language X) does not require getting information from mozApps. Depend on what we want to improve on KeyboardHelper we should remove the permission if it is no longer needed.
