Please check that b2g-22.1 is powered on, connected via USB, and can be seen by ADB.

The device was on the first screen of the FTU. I went through the FTU and enabled Wifi and ADB. The automation setup need to be updated to handle this scenario which occurs frequently. See bugs 1095563, 1095576 and 1089659.
