Steps to reproduce:

1. Go to mozilla.org (or any site/page other than newtab/blank)
2. Ctrl+L or click in location bar (this step is important)
3. Open menu and click 'Customize'
4. Exit Customize (or just switch to the about:home tab without exiting)
5. Click on down arrow icon in location bar
6. Try to use the drop-down list with keyboard (up/down/enter/esc...)


Actual results:

The location bar's drop-down list appears but the web page has the keyboard focus. Step 6 doesn't work as expected.


Expected results:

The location bar should have gained keyboard focus when i clicked on down arrow.

Small mistake in step 4, it should be:
4. Exit Customize (or just switch to the mozilla.org tab without exiting)
