1097055 - Confusing which Save button to press

(this bug comes in from someone who typed in a long question then accidentally clicked the "Save changes" button at the top instead of that for a question thus losing his work)

On the Edit Survey page, there's a Save button (and Delete) for every question. And further up the page, there's a general "Save Changes" for the basic details of the Survey. 

We need to make this more clear some how. That those Save submit buttons for specific area. After all, the page contains multiple forms.

One idea would be to make /manage/surveys/:id/ a page about editing the survey Name and Events and below, instead of making the questions active forms, it just list the current questions in read-only format and a link there to "Edit Questions" which would take you to something like /manage/surveys/:id/questions/ instead which is only the editing of individual questions.
