Right now only the localized builds for Linux are available on the FTP server: http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-mozilla-central-l10n/ So given that you are on Windows, there cannot be an update. The question is why does it take so long for the other platforms. Someone might have to investigate it.
Generally Windows builds take the longest to complete, and then the l10n repacks take extra time beyond that. I do see the en-GB builds completed around 19:33 UTC today, so you should have an update available now.
