Make a comparisation to Internet Explorer 5.5 and see the difference:
In Mozilla, the top menu is initially not visuable (okay only after moving your
mouse over the "tabs") because it is overlapped by
the frame beyond it (the red bar)

Steps to Reproduce:
1.go to http://www.zevenheuvelenloop.nl/newzhl/index.html
2.move your mouse over the "blue boobs" on top of the red bar
3. do the same using Internet Explorer 5  (okay: built 5.00.2614.3500)

Expected Results:  red bar must be moved downwards so the "tabs" are visuable
before moving the mouse over it.

We're displaying this properly, as far as I can tell.  The frameset in the
source sets the first frame to a height of 40.  The buttons.html file that
contains the tab renders to be more than 60 pixels in height.  Marking invalid.

Whoops, this shouldn't be invalid, it's an evangelism issue.  Reopening and
moving to tech evang.

Reassigning and confirming.  If I change the height of the first row in the
frameset to 58, the page renders properly.
