Scroll bar does not appear in the treeview after expanding all the tree nodes
but does if one node is collasped

Reproducible: Always
Steps to Reproduce:
On opening of the preference window, just keep expanding the trees until they
are all open.  Notice the scroll bar does not appear.  If you close one of the
nodes, then the scroll bar appears and everything appears to be ok.  Probably
the node expand event is not triggering the same screen refreshing code and the
node close event
