The web_proxy module is currently stubbed out for Windows, but it should be possible to set proxy settings on Windows (for IE? dunno).

we don't set any proxy settings for windows through occ. i'm happy to add it, but could we first document in this bug what problem we will be solving by adding a proxy as that's not clear to me reading through the comments above?

There are no requirements anymore from my side since our CI cluster has been shutdown with the move out of SCL3.
