That bug makes the following change to SDK code, which needs copied over to the github repo once it is checked in and merged around: https://hg.mozilla.org/try/diff/b3baeb551cb7/addon-sdk/source/lib/toolkit/loader.js

Nope, it's still a manual process. You generally don't need to file a bug though, we track changes in addon-sdk/source and add them to github before uplifting. Advance notice doesn't hurt though!
