[Flame][v2.1][Dialer]The numbers aren't deleted when long tap delete button.

[2.Testing Steps]: 
Precondition:Set PIN code for device.

1. Tap "Emergercy call" in re-locking view.
2. Tap some numbers,then long tap delete button.

[3.Expected Result]: 
2. The numbers should be deleted by long tapping delete button.

[4.Actual Result]: 
2. The numbers can't be deleted by  long tapping delete button.

I don't reproduce the issue on the Emergency dialer in 2.2:

[Blocking Requested - why for this release]:
Only v2.1 Emergency Call has this problem, Dialer app is fine
v2.2 doesn't have this issue

Triage: You're still able to delete numbers by tapping the delete button multiple times. Moreover, this dialer is a critical feature. It's too risky to break it at the current stage of the 2.1 release.
