Expected results: should have a choice of copying to clipboard with formatting and images or without formatting and images.

I'm not sure we'd do this. Typically, the choice whether to use formatting or not is offered in the paste step, not the copoy step.

Agreed. That's common practice, have never seen anything else.
Deciding the format when copying is an unnecessary burden.
In this case, it would not even solve reporter's problem.

So reporter copied some formatted text with images from Thunderbird into Windows WordPad, where it came out as plain text.
Expected results:
should have a choice of copying to clipboard with formatting and images or
without formatting and images.
Formatting and images are available in the clipboard flavors after copying formatted text from Thunderbird. It's WordPad which cannot handle the formatted flavor of TB (probably HTML). Other applications like Libre Office Writer can (see screenshot). So the expected result wouldn't solve reporter's problem.
