Currently not all staging/dev urls are redirecting users from http to https. All urls should redirect to https.

Ex: http://oneanddone.paas.allizom.org/en-US/

Able to repro on Firefox and Safari but not Chrome

As we discussed, the vast majority of the problem will be resolved by implementing a redirect for the home page only- so any user who hits the url above would be redirected to the secure site.
