So now all of my messages asking people if they want to get lunch from before the DST change are dated 11 AM instead of noon.

Interesting issue. We're using "new Date(timestamp)" and then feeding this to l10n_date.js. I think l10n_date is simply using date.getHours(). Do we know how JavaScript's Date behaves here?
