Description:
When user changes languages in FTU, goes back, and changes it again over and over, when user finally goes through FTU after changing languages several times, the notifcation bar for every languange changed too will appear in the notification bar
Repro Steps:
1) Update a Flame device to BuildID: 20141112040208
2) Go into FTU through settings
3) Change the language, go back, and change the language again
4) Repeat step 4 for 3 more languages
5) Finally finish FTU and observe notifcation bar
Actual:
Notifcation bar overlaps for several languages
Expected:
Notifcation bar appears properly

This issue does not occur on Flame 2.0 and Flame 2.1

It does not happen with Flame using base image v188, 2.2 and the latest OTA update either. It was fixed several updates ago.
