Steps to reproduce:

Load the Saved Search tab in Preferences.


Actual results:

Only an option to "Show in Footer" and not option to "Show in Header".


Expected results:

There should be an addition column of checkboxes for "Show in Header" because the top of the page is more accessible (no need to scroll to the bottom). There could easily be a bar below the current bar that contains "Home New Browse Search ...".
Not a Menu

I believe this is different than Bug 324402 in that I am not suggesting a menu as a <select>. Instead, I am suggesting a parallel in the header of what is in the footer.

The suggested bar need not always be visible. For backwards compatibility, it could be hidden until there is at least one Save Search where "Show in Header" is True.

Well, I press PageDown once on my keyboard and the bottom of the page becomes as accessible.
No idea how to still see some part of the opened bug report on my screen if I have 150 saved searches displayed on the top without... scrolling but explanation is very welcome. :)

I have to do nothing to see the top of the page. I see the Save Searches as navigation and plenty of apps have navigation at the top. This is about one thing: "make the common case fast".

That feels like it is framing it towards the worst case. The exact same could be said of the "Show in Footer" feature yet it exists already in Bugzilla and has for years. Clearly, since the checkbox means the user is opting in, a sane user would not "Show in Footer" or "Header" more than they desire to have there.
That's not something we want to implement. As Andre said, it doesn't scale well with tens of saved searches. We are going to implement bug 324402 instead.
