I have seen issues like this in Nightly as well, and not just for the Inspector. It seems that in some cases, DevTools shortcuts and menu items are not being enabled. It could be some kind of race... I've seen the menu items appear and disappear as I change Firefox windows. Cmd-Opt-I to toggle the toolbox always works at least.

This is due to an error thrown when installing the WebIDE widget. The current patch in bug 1096763 fixes this for me, but let's confirm again once that bug is resolved.
