Unbeknownst to anyone at Mozilla, the Russian telecom company MegaFon started selling Alcatel Fire E phones (1.3) on November 13. 

We'd like to support this effort by providing custom featured content within a Russian Feed. Please add Russia as a region to the Feed Tool.

Unfortunately, it's a much more complicated process than just adding something to the publishing tools; Russia has to be added as a region across all our various projects. Normally this gets handled as part of the carrier/region onboarding process, but this is a little bit of a one-off due to the unique circumstances. c8o is creating a bug for that, and this will be handled as part of it.
