Tools used specifically by windows hosts should have their own repositories, or at least sub-directories in existing repositories, which are clearly denoted.

I think sub-directories of existing repos is probably preferred (either mozilla-build or releng tools?). If a new repo needs creating, this needs to move to 'Developer Services::hg.mozilla.org' or 'Developer Services::Git'.
CCing gps, since I don't know if he has a vision for future state of Windows tooling.
